Abstract:
As the nation enters a stage of high-quality development, the traditional metrology model, which relies on single laboratories as the main entities, is no longer sufficient to meet the growing metrology needs in China's cutting-edge fields. The quantum redefinition of the International System of Units (SI) leads to the emergence of large-scale metrology projects that are interdisciplinary, cross-field, cross-level, and cross-departmental, marking the future development trend. System engineering can effectively enable the efficient operation of various complex systems and has been proven to have significant guiding importance in fields such as aerospace and public welfare. In the era of SI quantization, conducting a historical transformation, systematic reshaping, and comprehensive reconstruction of the future metrology model from a systems science perspective is imperative. From the aspects of contradiction deconstruction, technical path, and comprehensive analysis, a new organizational management model is proposed. Using the measurement of urban carbon data within the "double carbon strategy" as an example, this study provides references and support for the future development of large-scale metrology projects.
