    Research and Implications of Strategic Landscapes of Metrology for Quantum in Major Developed Countries

    • 摘要: 全球各国争相部署量子产业,计量对于量子的突破性发展起到关键的支撑作用。以美国、英国、德国、日本等国家计量机构和欧洲计量合作组织(EURAMET)为研究对象,以其量子计量战略布局为研究内容,通过文献调研和案例分析的方法,深入剖析了其在量子技术战略的布局特色和计量支撑量子产业化的机制建设。研究发现,各国和地区均将计量机构作为量子技术发展的关键支撑,通过立法保障、持续资金投入和跨学科合作机构的建立,推动量子技术从基础研究到产业应用的全链条发展。这些国家和区域的经验表明,计量机构为量子技术的标准化、测量精度提升和产业化进程发挥了不可替代的作用。提出我国应加强量子计量战略布局,将计量机构纳入量子技术发展的顶层设计,构建有计量支撑的量子产学研生态系统和跨学科国家级量子计量研究中心,积极参与国际米制公约组织(BIPM)量子论坛等国际组织框架,与“一带一路”国家构建量子计量合作圈,应对国际竞争格局,为我国量子技术的创新发展提供坚实保障。

       

      Abstract: There is an intense global competition on deploying quantum industries, with metrology playing a crucial role in supporting the advancement of quantum technologies. This paper focuses on the national metrology institutes (NMIs) of the U.S., the UK, Germany and Japan, as well as European metrology organization—EURAMET and examines their strategic planning in metrology for quantum and mechanisms of commercialization of quantum technologies supported by metrology. Through literature review and case analysis, the study investigates their quantum strategies and the role of metrology in supporting quantum industry. The study shows that the mentioned countries and region has emphasized the crucial role of NMIs through legislation, national and regional quantum programmes with consistent funding, and cross-disciplinary collaboration institutes, to promote the quantum research from laboratory to market. These cases reveal the significance of NMIs in promoting standardization of quantum technologies, measurement accuracy and testing and commercialization of quantum technologies for building quantum ecosystems. The paper concludes with recommendations for China: integrating the national metrology institute into the top-level design of quantum technology development, building a industry-academia-research quantum ecosystem supported by metrology and establishing a national interdisciplinary quantum metrology research center, actively engaging in multilateral frameworks such as BIPM Quantum Forum and NMI-Q and exploring to build international quantum metrology cooperation network with countries of “Belt and Road Initiative”, to address the competitive international landscape and provide a solid foundation for the innovative development of quantum technology in China.
