中缅政府间计量国际科技合作项目的实施及成效

    Implementation of China-Myanmar Intergovernmental International Measurement Science and Technology Cooperation Project and its Effects

    • 摘要: 介绍由中国计量科学研究院牵头、缅甸国家计量院合作参与的科技部国家重点研发计划政府间国际科技创新合作专项项目“中缅食品和机械加工业关键计量标准合作研究”的实施,阐述了项目采用国际通行方法,在需求分析、设计、实施和评估四个阶段全周期的具体实践和做法,总结了项目为缅甸建立适用的温度和长度计量标准装置、为缅甸计量自主可持续发展奠定人才基础、全面提升缅甸计量实力、与澜湄计量合作多边机制实现有机融合等合作成果,以及由此产生的重要经济社会效益和外交效益,提出了我国今后开展其他类似计量国际科技合作的经验和启示。

       

      Abstract: This paper elaborates on the implementation of the “China-Myanmar Joint Research on Key Measurement Standards in Food and Mechanical Processing Industries” Project, under the National Key R&D Program’s Intergovernmental International Science and Technology Innovation Cooperation sponsored by China’s Science and Technology Ministry. Coordinated by the National Institute of Metrology (NIM), China with participation from the National Institute of Metrology (Myanmar) (NIMM), the Project spanned the entire life cycle encompassing four stages, i.e., needs analyses, project design, implementation, and evaluation, through adoption of international good practices. This paper then summarizes cooperation outcomes, including: establishing fit-for-purpose temperature and length measurement standards for Myanmar, laying talent foundation for Myanmar’s independent and sustainable metrology development, improving Myanmar’s metrological capabilities in a systematic way, and integrating with the multilateral mechanism of Lancang-Mekong Cooperation in Metrology. It also covers the significant socio-economic and diplomatic benefits generated as a result. At last, this paper distilled practical experiences and forward-looking insights to inform China’s future international cooperation in measurement science and technology with other countries.
