Abstract
Based on the model of integrating subjective and objective evaluation, the aim is to conduct research on a new performance evaluation model for quantitative technology projects. A quantitative indicator system was designed from an objective perspective, and an expert evaluation system was constructed from a subjective perspective to obtain subjective and objective evaluation results. The final performance evaluation results and conclusions were obtained by introducing input-output ratio, indicator scaling, and adjusting the coefficient k weighted sum. It is expected to provide a more comprehensive and scientific performance evaluation method for measurement technology projects. To verify the effectiveness of the subjective objective fusion performance evaluation model, the stability funding technology project of China Institute of Metrology was selected as the evaluation object to carry out performance evaluation work. Evaluate the results' high or low 'through a quantitative system, evaluate the effectiveness' good or bad' through a qualitative system, and then form a reliable and scientifically reasonable comprehensive performance evaluation result through a comprehensive evaluation system, and optimize and improve the feedback model through inversion. The research results show that the model can not only effectively quantify the quantitative achievements of technology projects, but also deeply understand the actual progress and existing problems of projects through qualitative evaluation, providing strong support for the continuous optimization and management of technology projects. In addition, the system also has high operability and universality, providing useful reference for other research institutions or project management departments to carry out performance evaluation work.
