Abstract
Driven by the rapid of the digital economy and the deep implementation of the “dual carbon” strategy, the reconstruction of the energy metering system of data centers, as the core carrier of infrastructure, has become a key issue to break the vicious cycle of “scale expansion-efficiency loss-carbon emission increase”. This article takes JJF 1356.1-2023 “The Rules for the Examination of the Energy Measuring in Key Organization of Energy Using—Data Center” as the research framework systematically constructs a life cycle energy metering system covering system design, personnel allocation, instrument management, efficiency optimization and carbon emission accounting. The study shows that: This specification data centers to achieve a dynamic transformation from extensive management to scenario and refined system by filling the blank of industry standards, strengthening the carbon-energy flow coupling measurement benchmark, establishing a three-dimensional collaborative mechanism of “system-technology-data”. The article constructs an energy measurement system from five dimensions: based on a comprehensive management system, it standardizes regulations, processes, and responsibilities; requires professionals to have qualifications and undergo regular training; standardizes the selection, calibration, and verification of measuring instruments; focuses on optimizing efficiency through indicators such as PUE; and incorporates carbon emission management into reviews. The application of this system has yielded significant results.
